Job Description

Keysight (formerly part of Hewlett Packard, and Agilent Technologies) is the world's leading electronic measurement company, helping scientists and engineers address their toughest technical challenges. For example, if you use a cell phone, a tablet, cloud networks, or drive a modern automobile, then chances are Keysight test equipment has been critical in the development of that product.

In this position you will be applying your technical knowledge of Keysight products to the international regulatory environment supporting the movement of these items around the world for sales, service, and other purposes.  The ideal candidate can apply their technical
understanding of Keysight hardware and software to the international trade world to support the design, development, manufacture, and distribution of parts and products in compliance with international trade regulations.  It is also critical to know the competitive landscape and the regulatory impact to their products.

You will be measured on your ability to:

  1. Learn and have critical awareness to the US Import and Export Control requirements as they pertain to Keysight products. 
  2. Establish and maintain extensive contacts and information on the respective import/export regulations of other jurisdictions and countries around the world (i.e. China, Japan, Singapore, Malaysia, Korea, Germany, Finland, Italy, UK, France, Canada)
  3. Work with the Keysight R&D/NPI (New Product Introduction) team on product development to design products for Trade and ensure compliance and customer applicability
  4. Work with businesses within Keysight to learn new products and technology and how that applies to the global trade regulatory environment around the world
  5. Visit and learn the key manufacturing centers around the world to understand the technology and manufacturing processes that impact the import and export requirements of products
  6. Work within the key new product introduction groups within Keysight to understand product launches and the impact of import and export regulations on those products
  7. Represent Keysight before government agencies to explain and technically educate those agencies on Keysight and our products
  8. Work with the manufacturing teams on the County of Origin requirements and substantial transformation that help determine qualification for preferential trade programs
Job Qualifications
  • Bachelors or Master Degree or University Degree in Electrical Engineering or equivalent. No prior experience required; may have up to 2 years’ relevant experience.

  • Strong interest in learning the Global Trade and Logistics regulatory environment and how it applies to the global manufacturing, sales, and service of products and parts
  • Self-motivated individual that can adapt to learning new technologies or using reference materials and data to understand the technology
  • Demonstrated excellent teamwork, leadership, and communication skills
  • Ability to obtain, organize, and analysis data to enable decision making
  • Ability to utilize ERP applications for tasks related to role
  • Ability to travel as required in support of position responsibilities
  • Meet and interact with a diverse global workforce.
  • Ability to mentor with a 20+ year veteran of the role
