Job Description

Preferred Locations: Colorado Springs, Loveland, CO, or Santa Rosa, CA. Also open to remote work assignments.

In this position, you will be applying your technical knowledge of International Trade and Export Control Regulations along with the Keysight products, software, and services to support and decide on the classification and jurisdiction for sales, service, and other purposes. The ideal candidate can apply their understanding of international trade regulations to the technical attributes of Keysight hardware and software in support of the design, development, manufacturing, and distribution of parts and products in full compliance with all laws and regulations in international trade.

Expected skills and responsibilities include the following:

1.) Application of US import and Export Control requirements as it pertains to Keysight shipments, including DDTC/ITAR and DOC/BIS requirements

2.) Establish and maintain extensive contacts and information on the respective export regulations of the US and other jurisdictions and countries around the world

3.) Work with the different key technology areas within Keysight, R&D, Planning, Sourcing, Manufacturing, Logistics, and new product introductions on product development to design products for trade and ensure full compliance and customer applicability

4.) Work with businesses within Keysight to learn new products and technology and how that applies to the different regulatory requirements for export control around the world

5.) Engage and work with key manufacturing centers worldwide to understand the technology and manufacturing processes that impact the import and export requirements of the products and software.

6.) Work with the New Product Intro groups within Keysight to understand product launches and the impact of import and export regulations and restrictions on these products

7.) Represent Keysight before government agencies to explain and technically educate those agencies on critical Keysight products and software

8.) Provide training and awareness to the Keysight businesses, R&D, manufacturing centers, and other functions on the export control requirements for both BIS/EAR and DDTC/ITAR requirements

Job Qualifications

Bachelors/Masters degree (Electrical Engineering preferred) and 8+ years of experience
Knowledge of the BIS/EAR/Department of Commerce and DDTC/ITAR/Department of State regulatory requirements
Specific experience and background of dealing with US and other relevant countries regulatory requirements preferred
Knowledge and experience of the Jurisdiction and Classification process with the different US government agencies
Background or education in Electrical Engineering or comparable field 
Demonstrated experience with the Export Control regulatory environment and how it applies to the global manufacturing sales and service of products, parts, software, and services
Self-motivated individual that can adapt to learning new technologies or using reference materials and data to understand the technology
The ability to successfully contribute to the Export Control function in Keysight, S&P 500 company known as the best place to work, with great values and focused on compliance
Ability to effectively work in a diverse and inclusive global workforce
Ability to travel as required in support of the position responsibilities and accountabilities
